PURPOSE: A building exterior finishing decorative panel and a manufacturing method thereof are provided with decorating and heat insulating effects by forming a construction material such as the cement on the surface of a panel using a heat insulating material and to prevent accidents by preventing a fall of the panel using a fireproof mesh member. CONSTITUTION: A building exterior finishing decorative panel includes a heat insulating material(110), a molding material(120), a mesh member(200) and a decorative material(130). The heat insulating material has a hole and is located in the inside of a panel. The molding material is formed by covering construction material on the outer surface in a prescribed thickness. The mesh member is mounted on the surface of the molding material and fixed with the decorative material coated on the panel.
