PROBLEM TO BE SOLVED: To provide an antenna baseboard with which an antenna circuit is easily formed on the antenna baseboard and to provide a non-contact IC card using it. SOLUTION: In the antenna baseboard, a first conductive layer 1a constituting at least one pattern is arranged on the front surface of a base material 3 and at least a second conductive layer 1b, constituting a pattern being different from the former, is disposed at a position buried inside the base material compared with the first conductive layer.
