PROBLEM TO BE SOLVED: To strengthen a power supply without modifying the arrangement of a signal terminal, and to prevent the malfunction of a circuit caused by the simultaneous change in an output terminal. SOLUTION: Logic simulation is executed based on a net list 30 at a logic simulation execution part 32, and the simultaneous change in the output terminal is detected at a simultaneous change extraction part 33 of output. According to the result and a list 31 of terminal arrangement, the influence of the simultaneous change in the output terminal is judged at a part 34 for judging the result of the simultaneous change. When it is judged that there are no problems, a result display part 37 indicates that there are no errors to complete processing. When it is judged that there are some problems, the additional number of power supply and ground terminals is extracted at an extraction part 35 of the number of additional terminals, the power supply and ground terminals are added at a correction part 36 of the terminal arrangement to correct the list 31 of the terminal arrangement. The corrected terminal arrangement is judged at the result judgment part 34 of the simultaneous change again.
