PROBLEM TO BE SOLVED: To make the generation of an emulation circuit easier by consistently carrying out the logical simulation and hardware simulation of a digital LSI. SOLUTION: This device is equipped with an emulation data converting rule library 310 having a conversion rule for converting simulation data 100 (test bench information, circuit information, memory pattern information, memory model information and external device information) into emulation data 200 matching a hardware emulator 260 and an emulation data generating means 300 which receives the simulation data 100 inputted to a software logical simulator 160 and simulation results 170 obtained by the software logical simulator 160 and generates the emulation data 200 by performing conversion based upon the conversion rule of the emulation data conversion rule library 310.
