PROBLEM TO BE SOLVED: To provide a device and method for speedily generating bitmap data of an outlined character and graphics, and those of non-outlined character and graphics using a small storage capacity by controlling increase in both of a processing time and a storage of font data. SOLUTION: This bitmap data generation device comprises a font data storage part 110 storing font data for displaying a main body part of a character or graphics, an outlined part, and a background part; an outlining and coloring part 130 for reading the font data from the font data storage part 110 and generating bit map data consisting of the main body part, the outlined part, and the background part when the generation of the outlined character is instructed; and a non-outlined coloring part 131 for reading the font data from the font data storage part 110 in the case of being instructed to generate a non-outlined character, and generating bitmap data consisting of the main body part and the background part by coloring the outlined part in the same color as that of the background area where the character or the graphic is placed.
