PROBLEM TO BE SOLVED: To provide a thermal battery of an external heating wherein a start time is short and a utilization factor of active substance is superior, by selecting materials constituting the insulating materials. SOLUTION: This is the thermal battery possessing a positive terminal, a negative terminal and a cylindrical and sealed metal case having at least one cavity to penetrate to a shaft direction, a unit battery laminated body which is laminated and housed in the shaft direction in the metal case and which has a cavity corresponding to the above cavity an insulating layer insulating the metal case and the unit battery laminated body, and leads which connect the positive terminal and the negative terminal of unit battery laminated body to the positive terminal and the negative terminal of the metal case, and the insulating layer consists of aluminum base materials having a boehmite layer on the surface.
