PROBLEM TO BE SOLVED: To automatically restrict the call origination of a mobile terminal having entered a restriction area. SOLUTION: This method has a mobile station 3 for a portable telephone, a PHS, and a moving body terminal which sends a radio wave, a radio base station 1 which have radio communication with the mobile station 3 by using a 1st radio wave, and a restricting simple radio base station 2 which sends a 2nd radio wave for call origination restriction in a specific frequency band different form the 1st radio wave; and the mobile station 3 when receiving the 2nd radio wave for call origination restriction stops sending the 1st radio wave to the radio base station 1 by radio communication.
