Data such as downloadable programs from PCs 11, is broadcast to remote terminals 41. The transmitted data contains identification codes, which determine which terminals may download the data. Each terminal is provided with a list of one or more identification codes that determine what data the terminal has access to. When a terminal receives the data, the terminal compares its stored identification codes with those in the data. If there is a match, the terminal downloads and stores the data. If there is no match, indicating that the terminal may not access the data, then the data is not downloaded to the terminal.
