PROBLEM TO BE SOLVED: To provide a transmitter that can provide a desired amplification factor even when a level of an input signal is high and that can be manufactured at a low cost. SOLUTION: A transmission power calculation section 108 calculates the transmission power of each of variable gain amplifiers 103-1-103-N based on a transmission power control signal that instructs increase/decrease in the transmission power. A multiple distribution section 104 distributes a transmission signal to each of transmission amplifiers 106-1-106-M under the control of a multiple distribution control section 109 so that the transmission power calculated by the transmission power calculation section 108 does not exceed a threshold power set to each of the transmission amplifiers 106-1-106-M.
