PROBLEM TO BE SOLVED: To provide a resource monitoring system for reducing the labor of a user and effectively utilizing traffic on a network by monitoring the change of contents on the network instead of the user. SOLUTION: When a resource monitoring agent program 30 is performed in a CPU 12, the tour of URLs registered by the user is performed, the header request of HTTP is generated to respective servers via a communication interface 16 and updating time acquisition is tried from last-modified. Then, in the case that the updating time can not be acquired, an acquisition request is generated to the respective servers and the contents are acquired. Then, newly acquired contents and previous preserved contents are compared, and when updating is admitted, the present time is defined as the updating time. The updating time acquired by either method is provided for the user by an appropriate form.
