PROBLEM TO BE SOLVED: To greatly improve the efficiency of hardware designing processing. SOLUTION: This device is equipped with a verification processing part 16 which verifies an abstracted description of a constituent element to be parameterized in a high-order data type, a parameterization indication information interpretation part 12 which interprets the contents of parameterization indication information showing a constitution element having a parameter variable, the data type of the constitution element to be parameterized, a numeric range, and an equivalent data type, an abstracted hardware description interpretation part 13 which extracts the description part of the constitution element to be parameterized from the abstracted hardware description, and an abstracted hardware description conversion part 14 which converts the data type of the constitution element to be parameterized into a data type using the parameter variable from the high order and generates a parameterized hardware description.
