PROBLEM TO BE SOLVED: To reduce the average transmission bit rate of a silent voice part in performing the coding of a voice. SOLUTION: A silent voice part coding circuit 70 codes an input signal from an input terminal 51 for every frame to deliver an obtained quantization code string to a changeover circuit 56. Moreover, the silent part delivers a decision information (TX-flag) as to whether to which feature parameter a corresponding quantization code string is transmitted or not to a bit string generating circuit 57. A voice part decoding part 71 decodes the signal of the silent voice part by using the TX-flag delivered from a bit string disassembling circuit 58 and the quantization code string delivered from a changeover circuit 59 to deliver the signal to a changeover circuit 62.
