PROBLEM TO BE SOLVED: To solve the problem that it is necessary to have an experience to set a control parameter and it is necessary to reset the control parameter when situation change such as load fluctuation is generated. SOLUTION: A signal obtained by adding the changed quantity of an operation output to a signal following up process quantity by a second response time constant is defined as a second response output, and a signal following up the second response output by a third response time constant is defined as a third response output, and a signal obtained by adding the changed quantities of the third response outputs is allowed to follow up the process quantity by a fifth response time constant so that a compensation signal can be prepared, and inputted to a PID arithmetic part instead of the process quantity. Also, a deflection to be added to the compensation signal is corrected by a signal following up the operation output by the first response time constant. The compensation is allowed to respond only to the changed quantity of the operation output, and the size of the compensation signal is always made almost the same as that of the process quantity so that the phase of the process quantity can be compensated, and correctly controlled even when process gain fluctuation is generated.
