PURPOSE: A method for repairing and reinforcing the existing civil engineering structure using a carbon rod is provided to easily reinforce and repair deteriorated concrete structure by embedding carbon bar having the excellent tension strength and elastic strength in the structure and bonding the carbon rod with the deteriorated structure with an epoxy adhesive. CONSTITUTION: A method for repairing and reinforcing the existing civil engineering structure using a carbon rod includes the steps of forming a rectangularly elongated hole(32) for inserting a carbon rod(20), smoothing the surface of the inside of the hole using a cutting tool and removing dust, coating an epoxy primer on the whole inside of the hole, coating epoxy adhesive on the deeper surface of the hole, and inserting and adhering an inverted trapezoidal carbon rod into the deeper surface of the hole, filling the whole inside of the hole with the epoxy adhesive.
