PROBLEM TO BE SOLVED: To provide an electrostatic charge image developing toner and a method for manufacturing the toner which solves problems relating to the cleaning failure of spherical toner without causing problems of contamination of an electrifying device or the like due to splashing of submicron particles, and to provide an electrostatic charge image developer and a method for forming an image. SOLUTION: The electrostatic charge image developing toner is prepared by externally adding aggregated particles to toner particles containing a binder resin and a coloring agent. The aggregated particles comprise (i) single resin fine particles, (ii) single lubricant fine particles or (iii) at least two kinds of particles selected from among resin fine particles, lubricant fine particles and inorganic fine particles, and the aggregate particles have >=130 shape coefficient and >=0.5μm to <=10μm volume average particle diameter.
