PROBLEM TO BE SOLVED: To enable speedy provision (recovery) from a required communication service function even when a fault occurs. SOLUTION: This device is provided with a network part 23 for accommodating plural transmission lines, a main control part 21, which is connected with an external network monitoring system 10, for performing the main control and supervisory of the device, a network control part 22 for performing the control and supervisory of the network part 23 under the control of the main control part 21, a non-volatile operation memory 25 for storing the operation information of the device, and a non-volatile memory 26 for start for storing the setting information of the network part 23, plural function programs, which are made into module by hierarchies and functions of main control, for comprising the main control part 21 and the priority information for start for each of function programs and when turning on the power source of the device or starting from the fault, the main control part 21 starts its own functions in order from the function program of high priority in the memory 26 for start. |
