PROBLEM TO BE SOLVED: To stably maintain high-emission efficiency and high-luminance discharge and achieve low-voltage drive and low EMI by inhibiting partition diffusion. SOLUTION: Leads 9-1, 9-2 of discharge electrodes 4, 5 are set opposed to ends 6-1, 6-2, respectively, in a glass tube 2 which forms a discharge space 3 inside and core arranged at a long gap g1 and a discharge electrode 12 is provided on the outer face of the glass tube 2 in the range of the long gap g1. A fluorescent material 8, opposed to the discharge electrode 12, is provided on the inner face of the glass tube 2. Each of the leads 9-1, 9-2 is formed in an AC electrode structure with an aluminum oxide film formed on the surface thereof and a MgO film further formed thereon. The discharge electrode 12 is formed with a laminate, consisting of a ITO film 13 of a transparent conductor formed over the entire periphery of the glass tube 2 and an Ag conductor film of a non-transparent conductor formed extending over substantially half the circumference thereof. The discharge electrode 12 is grounded.
