The invention relates to a rail-tie fastening assembly and to a fastening process. The fastening assembly (14) for fastening a rail (10) to a concrete tie (12) comprises a rail seat assembly (30) and a rail anchor (32). The (57EN) rail seat assembly includes a first subassembly (34) and a second subassembly (36) of the rail seat, the first subassembly (34) including a rail seat basin (38) and a rail seat (40), wherein the rail seat (40) is introduced into the rail seat basin and bonded thereto by a member (42) made of elastomeric material, said member having a cavity (112) formed therein between the bottom of the rail seat (40) and the bottom of the rail seat basin (38) so as to produce a shear spring which transfers vertical loads applied from the rail (10) to the tie (12). The rail seat assembly (40) is embeded in the tie, and the rail anchor (32) is adapted to engage with a portion of the rail and to interlock with the rail seat (40) so as to co-operate with the rail seat assembly to fasten the rail (10) onto the tie (12). The claimed process for fastening the rail-tie assembly comprises the following stages: ensuring a rail seat, introducing at least one part of the blade-like portion of the rail seat into the tie, fastening the blade-like portion of the seat into the tie by means of the member of elastomeric material, so as the blade-like portion be spaced from the tie, placing the rail anchors properly for fastening the rail to the flat part of the seat and ensuring a cavity next to the lower end of the blade-like portion in order to allow the rail seat to move vertically downwards in relation to the tie, when a load is applied to the rail seat.
