PROBLEM TO BE SOLVED: To provide a service creation server and a network system capable of smoothly transferring service while there is the problem that it is difficult to smoothly perform the service when the provision side of the service and the utilization side of the service are diversified in a conventional network system. SOLUTION: A service request and service utilization side information transmitted from the service utilization side such as a personal computer 15 are received in a server 12. Service provision side information is added further in the server 12 and the transmitted information is received and analyzed. A required service module is acquired from a service element data base 17 and transmitted to the server 12 and the personal computer 15.
