PROBLEM TO BE SOLVED: To quickly and also accurately urge each applicant presenting an application form in which an entry is not complete to present an accurately described application form once again. SOLUTION: This management system selects and manages the application form in which entry is not complete among many collected application forms (2). The system is provided with a picture fetching part (3) for sequentially fetching the entire information on the writing surface of each collected application form as picture data, a selecting part (4) for selecting the application form in which the entry is not complete on the basis of each fetched picture data and a transmitting part (6) for transmitting the fetched picture data to the applicant of each application form selected as incomplete entry.
