PROBLEM TO BE SOLVED: To assure the accurate inspection of an engine by eliminating the fluctuating factors of the output of an engine during the inspection of the engine. SOLUTION: This device is provided with the engine 2, a motor 4 and a motor generator 1 that is driven by the engine 2 to generate electric power so that the charged capacity of a battery becomes a given value. Inspection requirements at the time when the engine 2 is inspected are judged. When the inspection requirements are judged, the battery 15 is forcibly charged rapidly up to the given charged capacity. This rapid pre-charging of the battery enables sufficient charged capacity to be obtained and makes battery charging rarely needed during the inspection, thereby making it possible to inspect the engine accurately by driving the engine with a constant engine torque.
