摘要

PROBLEM TO BE SOLVED: To provide an image change detector capable of exactly and surely detecting only a scene change to be required for encoding by an MPEG system. SOLUTION: The image change detector is provided with an in-frame dispersion value detecting part 15 to detect in-frame dispersion value in each frame image, an absolute value sum of prediction error detecting part 16 to detect absolute value sum of prediction error in each frame image and a host CPU to detect the presence/absence of scene change between two applicable frame images based on the change between the in-frame dispersed values in each frame image and the change of the absolute value sum of the prediction error in boundary timing of the two frame images for two continuous frames.
