PROBLEM TO BE SOLVED: To reduce the power consumption of a semiconductor device in operation. SOLUTION: Logic information is obtained from a net list of a combinational circuit and when it is judged from the logic information that the combinational circuit cannot be composed as one composite gate, the combinational circuit is divided into blocks corresponding to a plurality of composite gates; and a net list of the composite gates corresponding to the blocks is generated, a net list of the composite gates corresponding to the combinational circuit is generated in units of the composite gates of those blocks, standard components of the transistor level for constituting composite gates included in a composite gate component library are allocated to transistors constituting the composite gates included in the net list of the composite gates, and the net list of the composite gates is converted into a net list of composite gates including the standard components as basic units.
