A terminal device (1) transmits to a charging device (3) a first user ID used by the charging device (3) to identify a terminal device, requests a second user ID to the charging device (3), and informs to a server device (2) a contents access request including the second user ID. The charging device (3) generates the second user ID corresponding to the first user ID in response to a request by the terminal device (1), and controls the first user ID and the second user ID so that they correspond to each other. The server device (2) uses as a user's identifier the second user ID included in the contents access request, and informs to the charging device (3) the second user ID and a measured charging amount at the end of accessing.
