PROBLEM TO BE SOLVED: To provide a method causing no plastic pollution of soil in a vegeta tion base creating method for promoting seeding and planting to a bare inclined face or a slope face generated by disaster and developing work. SOLUTION: In this method for creating a vegetation base by blowing a mixture by mixing fiber and a muddy base material being soil dressing of the vegetation base, the vegetation base is created by using cellulose fiber for restraining biodegradability by imparting an antibacterial and/or antimycotic agent to biodegradable fiber.
