A mixture of a polyolefin-based resin (11) and a solvent (13) is heated to a temperature at which at least part of the polyolefin-based resin melts to produce a viscous, gel-like adhesive solution (17). A mixture of the adhesive solution, an active material, and a conductive material is kneaded to produce a paste-form mixture (19), and a collector (8) is coated with this paste-form mixture to form a mixture layer (20). The collector with the mixture layer formed thereon is then heated and dried, after which it is press-molded to a specific thickness and cut to a specific size to produce electrode plates.
