PROBLEM TO BE SOLVED: To provide a fence easily installable and removable and usable for a car stop, a simple waterproof wall, and a snow wall in snow fall. SOLUTION: A fence column 10 comprises a bottom part 11 buried in a ground or an underfloor and a column 12 stored into the bottom part 11 when not in use and extracted when in use. The fence columns 10 are disposed on the ground or underfloor at specified intervals, and panels 20 are engaged with the engaging grooves 121 of two columns 12 adjacent to each other and held so as to be substantially vertical to the ground or the underfloor. When the fence is used as a car stopper, a chain is installed in place of the panels 20 and, when the fence is used as a simple waterproof wall, a clearance between the columns 12 and the panels 20 is sealed with packings. When the fence is used as a waterproof wall or a snow wall, a reinforcing plate 15 may be used.
