PURPOSE: A multiplexer capable of distribution transmission and priority transmission in an IMT-2000 BSC(Base Station Controller) and control method thereof are provided to improve a transmission speed of traffic data by distributively transmitting the traffic data to a channel having little traffic quantity among control channels and traffic channels and primarily transmitting a control message through the control channel. CONSTITUTION: A control channel buffer(100) stores control data and traffic data transmitted from a wireless line control unit(1). A traffic channel buffer(200) stores the traffic data transmitted from the wireless line control unit(1). A user message judging unit(300) receives a use message from the wireless line control unit(1), judges whether the user message is control data or traffic data using channel ID information included in the user message, and outputs the user message corresponding interface units(400,500) according to the result value. The control channel interface unit(400) receives the control data outputted from the user message judging unit(300) and stores the received the control data in the control channel buffer(100). A traffic channel interface unit(500) receives the traffic data outputted from the user message judging unit(300) and outputs the received traffic data to a traffic multiplexer management unit(800). A control channel buffer management unit(600) grasps traffic data quantity stored in the control channel buffer(100) and outputs the result value to the traffic multiplexer management unit(800). A traffic channel buffer management unit(700) grasps traffic data quantity stored in the traffic channel buffer(200) and outputs the result value to the traffic multiplexer management unit(800). The traffic multiplexer management unit(800) receives traffic data quantity information from the control channel buffer management unit(600) and the traffic channel buffer management unit(700), grasps a buffer having little traffic data quantity using received traffic data quantity information, and stores the traffic data outputted from the traffic channel interface unit(500) in the grasped buffer.
