PROBLEM TO BE SOLVED: To provide vibration and noise analytical software by which the vibration and the noise, inside and outside a building, of a system composed of a prime mover, a load part, a structure, a fluid and a foundation can be analyzed up to a high-frequency region and which monitors and controls the vibration and the noise in an operation so as not to become larger than a reference value. SOLUTION: In the vibration and noise analytical software which is based on a statistical energy analytical method, an antireflection boundary condition is given to the outer circumference of an element dividing region so as to be capable of simulating a semi-infinite continuous body. An index which indicates whether a structural element and a three-dimensional acoustic element come into contact with a sound-absorbing material is installed at the structural element and the three dimensional acoustic element. The two-dimensional acoustic element of the sound-absorbing material is created automatically between the structural element and the three-dimensional acoustic element when both comprise the index that both come into contact with the sound-absorbing material. External power in inverse-analyzed on the basis of a vibration measured value and a noise measured value. A function which is used to analyze the vibration and the noise of the system as a whole by using the inverse-analyzed external power is added. The vibration calculated value and the noise calculated value of an evaluation point are compared with a tolerance. Whether an operating condition must be changed or not is judged. Data on whether the operating condition must be changed or not is provided.
