PROBLEM TO BE SOLVED: To provide a flexible piping device capable of supplying water to a tip part of a boom rotatably installed on a turning frame such as a water jet of an excavator in a caisson box without bending in a radius of curvature not more than a minimum bending radius allowed by a hose and capable of using a turning center part as a space for raising and lowering an earth removing bucket. SOLUTION: A pipe from the outside of a turning device is fixed to a first fixing position X separated by a specific distance L outward in the radial direction from a central bearing A. The specific distance L is larger than a distance for a flexible pipe 4 to bend by 180 degrees in the radius of curvature R not less than the minimum bending radius. The pipe 4 is fixed to the turning frame 2 in a closely adjacent second fixing position Y outside of the central bearing A of the turning frame 2, and has the sufficient length for substantially rotating the turning frame 2 once.
