PROBLEM TO BE SOLVED: To recognize the conditions of a melting surface F in a state where a position relative to a waste melting furnace is three-dimensionally fixed, in the furnace in which a bottomed outer cylinder 3 having a residue discharging port 4a at a bottom 4 is relatively rotationally disposed outside an inner cylinder 1 which is established around a ceiling 1a where a combustor 2 is disposed so as to permit the space under the ceiling 1a to serve as a main chamber M, and in which a treating material supply device 5 for supplying treating materials, which is located above a deposit 6 formed on the bottom 4 and between the cylinder 1 and the cylinder 3, and a cutting means 7 for cutting the treating materials from the deposit 6 into the main chamber M are provided, so that a surface 6a in the furnace forms the melting surface F with the heat of the main chamber M. SOLUTION: The furnace is provided with a phase detecting means 9 which can freely detect phase points P that are capable of specifying a relative rotary phase of the outer cylinder 3 with respect to the inner cylinder 1. The furnace is also provided with a melting surface condition detecting means 8 which can freely detect the surface conditions of the melting surface F at detecting points D which are fixed corresponding to the points P, respectively, while synchronizing with the detection of the points P by the means 9.
