PROBLEM TO BE SOLVED: To improve durability by forming a groove in a facing place of a steel wheel to a hub's outer peripheral edge to separate the steel wheel from a hub and applying quenching to a part having the groove at its center. SOLUTION: An annular groove 15 across the outer peripheral edge is formed at a position corresponding to the hub's outer peripheral edge 19 of an abutting part of the hub 17 on a wheel disk 12, and a cured layer 16 is formed by quenching only around the groove. This can not only prevent fretting fatigue failure of the disk caused by contact of the hub with the outer peripheral edge, but also prevent or suppress fatigue failure due to stress concentration to the bottom of the annular groove. As a result, durability of the steel wheel can be improved extremely.
