PROBLEM TO BE SOLVED: To provide a pneumatic tire which satisfys the braking performance on a wet road surface and the braking performance on an ice and snow road surface, and a rubber composition which can be effectively used in the tread rubber of the tire. SOLUTION: The rubber composition comprises a rubber component composed of a natural rubber and a synthetic rubber, short fibers having a diameter of 10μm to smaller than 50μm, and short fibers having a diameter of 50μm to not greater than 300μm, and the tire has a tread rubber to which this rubber composition is applied.
