PROBLEM TO BE SOLVED: To realize the simple configuration and the easy manufacture of a hydraulic buffer which can independently vary the damping force on the extension side and on the compression side. SOLUTION: The hydraulic buffer 10 comprises an extension side damping force valve 80 and a compression side damping force variable valve 90 which are independent from each other, one of the extension side valve and the compression side valve adjusts the area of an aperture of a bypass oil passage 73 by an elevating/lowering valve 93 displaced in the axial direction of a piston rod 12, and the other adjusts the area of an aperture of a bypass oil passage 71 by a rotary valve 83 rotated around the axis of the piston rod 12.
