PROBLEM TO BE SOLVED: To provide a remote-control key system and a transmitter for unlocking which enable setup of a controlling framework facilitating unlocking by a controlling person even when unlocking by a remote-control key is impossible due to loss or the like. SOLUTION: The remote-control key 2 is equipped with an operating switch and a transmission part transmitting a code signal for unlocking, including an identification code, according to the operation of the operating switch. A receiver 3 is equipped with a reception part 34 receiving the code signal for unlocking, a first ROM 31 and a second ROM 32 storing identification codes different from each other, a determination part determining the identity of the identification code in the code signal for unlocking received by the reception part 34 with each of the identification codes stored in the first ROM 31 and the second ROM 32, and a control part outputting an unlocking command signal when the identification code in the received code signal for unlocking conforms to the identification code stored in the first ROM 31 or the second ROM 32.
