PROBLEM TO BE SOLVED: To reliably detect a switching circuit failure. SOLUTION: When a first switching circuit 6 has a failure that it is always turned ON, under a condition B prior to latching where a tongue is not inserted in a buckle, a total output outputted to an airbag ECU8 comes to a composed value a+b-c, since both first and second switching circuits 6, 7 are turned ON, and under a condition C prior to latching where the tongue is being inserted in the buckle, the total output outputted to the airbag ECU8 comes to the first output (a), since the first switching circuit 6 is turned ON and the second switching circuit 7 is turned OFF. Accordingly, the airbag ECU8 can detect that the first switching circuit 6 has a failure that it is always turned ON before the tongue is inserted.
