PROBLEM TO BE SOLVED: To effectively prevent an electric heater of a 1 liquid heater from being disconnected. SOLUTION: A liquid flow passage 12 in a heater case 14 extends substantially horizontally, and an electric heater 16 is disposed, biased downward of a liquid flow passage 12. Even though air bubbles are produced in liquid flowing in the liquid flow passage 12, those air bubbles flow above the liquid flow passage 18, so that it is prevented from making contact wit the electric heater 16 biased downward, and hence the electric heater 16 is prevented from being disconnected.
