PROBLEM TO BE SOLVED: To provide a sheet inspecting device capable of accurately measuring waviness of a sheet surface and foreign matter inside a sheet or the like. SOLUTION: This sheet inspecting device is provided with a laser beam irradiating means overlapping two laser beams for transmission and reflection on the same optical axis for making them incident on an optical scanning means and diverging outgoing beams of the optical scanning means into laser beams for transmission and reflection again for irradiating them on a sheet face, a reflected light receiving part converting light of the laser beam for reflection reflected at the sheet face into an electric signal with a photoelectric conversion sensor, and a transmitted light receiving part converting light of the laser beam for transmission transmitted at the sheet face into an electric signal with a photoelectric conversion sensor.
