<p>PROBLEM TO BE SOLVED: To provide a heat exchanger that has a high heat exchange property, is compact, and can be attached and detached. SOLUTION: A water passage pipe 3 of a heat exchanger 1 is a straight, stainless pipe, and an electrical heating element 5 is formed on the outer surface of the pipe. Both the ends of the water passage pipe 3 are connected to a water supply pipe 9 of the local washing device and a water discharge port 11 such as a nozzle by connection parts 7a and 7b.
