PROBLEM TO BE SOLVED: To provide a device which is easy to operate and can pump out kerosene without contaminating hands. SOLUTION: The device 4 which can pump out kerosene preserved in a plastic tank comprises a funnel metal fixing 5 to be placed on an oil supply inlet of the plastic tank, an outer tube 6 hanging into the tank from the fixing 5, an inner tube 7 which is slidably provided in the outer tube 6 and whose inlet port 7b at a lower end side opens when an upper end side is pressurized downwardly while the inlet port 7b is normally closed with force applied upwardly by a spring means 12, pressure escape means 10a, 13 which operate in conjunction with vertical movement of the inner tube 7, and a pump means 15 provided at a lower end side.
