SOLUTION: An RF radar 10 which determines the distance to a target by emitting the radar transmission wave, and measuring the radar back scatter sectional area from the radar reflection wave reflected by the target, and a false target device 20 which is arranged as the target away from the RF radar by a predetermined distance are provided. In particular, the false target device includes an antenna unit 21 which is non-directional at least in the horizontal direction, an amplification unit 22 which amplifies the radar transmission wave received by the antenna unit 21 and returns the radar reflection wave to the antenna unit for transmission, and a coupling unit 23 which couples the antenna unit with the amplification unit so that the radar transmission wave is not interfered with the radar reflection wave, and the amplification unit 22 is constituted in a gain-adjustable manner so as to obtain the desired radar back scatter sectional area.
