PROBLEM TO BE SOLVED: To provide a water saturated type powder cleanser designed to scarcely scatter when the cleanser is taken out of a container while retaining a powder state, usable even without adding water during the use and having high polishing detergency. SOLUTION: This water saturated type cleanser is obtained by adding purified water and a solvent to a surfactant, stirring the resultant mixture, mixing and stirring the obtained cleanser raw material with a polishing agent comprising a powder such as perlite.
