PROBLEM TO BE SOLVED: To improve rudder control during low-speed propulsion. SOLUTION: A rudder plate 20 is fitted to a deflector 19 operated by a steering handle 13, and the rudder plate 20 is set to a height not protruded from a ship bottom 11b. Since the rudder plate 20 is submerged in the water together with the deflector 18 during low-speed propulsion, even the rudder plate 20 not protruded from the ship bottom 11b has a good rudder effect, and the rudder control during low-speed propulsion is more improved.
