PROBLEM TO BE SOLVED: To prevent the sticking of metalic copper on an aluminum material from a guide roller in an anodic oxidation process and to prevent the generation of residual film of a photosensitive layer due to the effect to metalic copper stuck on the surface of a lithographic printing plate using the aluminum plate as a supporting body. SOLUTION: When the transport of a aluminum base material 12 is stopped for a time longer than the prescribed threshold time, a controller 50 cuts DC power source 30 to interrupt the supply of current to electrodes 26 and 28 to stop the operation of main pump 44. As a result, the supply of the electrolyte 24 to an electrolytic cell 20 from a liquid storage vessel 40 is stopped and the electrolyte 24 in the electrolytic cell 20 is discharged from a return pipe line 34 to the liquid storage vessel 40. Then, because the supply of current to the electrolyte 24 from the electrodes 26 and 28 is stopped and the time to bring a guide roller 16 into contact with the electrolyte 24, in which the reduction reaction of copper ion is started, is sufficiently shortened, the sticking of the metalic copper deposited from the electrolyte 24 on the surface of the guide roller 16 is effectively suppressed.
