PROBLEM TO BE SOLVED: To eliminate supply of steam for cooling a combustor in start-up of a gas turbine. SOLUTION: A cooling passage is formed in wall faces of an inner tube 5b and a tail pipe 5a in a gas turbine combustor 1, a cooling fluid is supplied from an inlet pipe 507 for cooling to be passed through the cooling passage, and then it is recovered from outlet pipes 509a, 509b. The steam generated in a gas turbine exhaust heat boiler is supplied to the inlet pipe 507 when the gas turbine is operated usually, followed to recover the steam from the outlet pipes 509a, 509b. Delivered air delivered from a gas turbine compressor is supplied to the inlet pipe 507 in the start-up and stop of the gas turbine, and the outlet pipes 509a, 509b are connected to an exhaust system. An auxiliary boiler for steam supply for cooling the combustor in the start-up of the gas turbine is not required thereby to be installed, and drain is prevented from being generated caused by condensation of the steam remaining inside a cooling system after the stop of the gas turbine.
