PROBLEM TO BE SOLVED: To provide a low-temperature heating device for a rotary dryer capable of setting the surface temperature of the rotary dryer quickly at a low temperature of 100 deg.C or less and capable of adjusting the temperature easily. SOLUTION: This low-temperature heating device for the rotary dryer is constituted of the drum-type rotary dryer, a means for introducing vacuum saturated steam into the dryer, a means for discharging a drain in the dryer to the outside, a means to reduce the steam discharged together with the drain into water, and a means for discharging the drain and reduced water to the outside of the system.
