PROBLEM TO BE SOLVED: To provide a method and a device for generating electric power by a waterwheel for rotating while always keeping specific draft by following a change in a water surface water level of a river by installing the waterwheel floating on water or a waterwheel on a float. SOLUTION: This device is composed of a mechanism for fixing the waterwheel floating on water or the waterwheel attached to the float to a river and a generator driven by rotation of the waterwheel.
