PROBLEM TO BE SOLVED: To provide a stiffener ring used as a means for forming an outer diaphragm and having higher safety and improved construction efficiency. SOLUTION: The stiffener ring 4, which has a heptangular shape in cross section including a beam groove 13 and column grooves 15, 15 and constitutes the outer diaphragm with a junction fitted in a column 3 for shearing reinforcement, is used when a beam 1 and a gusset plate are joined to the column 3 of a mid or low-steel structure. The beam groove 13 as a butt welding portion to beam 1 is mounted between an outer periphery surface 10 and an upper surface 11 relatively with a cast or forged ring body large enough to have a small gap G from a column outer surface 5. The column grooves 15, 15, which are respectively the butt welding portions to the column 3, are mounted between an inner periphery surface 7 and the surfaces 11, 14.
