PURPOSE: A wavelength converter is provided by which fiber alignment with respect to a wavelength converting device becomes facilitated and an AR coating film can be formed only on one side of a substrate to reduce the number of steps for fabricating the device. CONSTITUTION: A wavelength converter includes a substrate(10), the first and second SOAs(50a,50b) arranged on the substrate in parallel each of which has the first portion through which rays of light pass in the first direction and the second portion in the second direction opposite to the first direction. The wavelength converter further has the first waveguide(60a) commonly connected to the first portions of the first and second SOAs, the second waveguide(60b) connected to the second portion of the first SOA, and the third waveguide(60c) commonly connected to the second portions of the first and second SOAs. The first, second and third waveguides are aligned at one side of the substrate corresponding to the second portions of the first and second SOAs, and the first waveguide is connected to the first portions of the first and second SOAs through a beam traveling path converting means.
