PROBLEM TO BE SOLVED: To provide an optical fiber grating device and a method of manufacturing the device by which the center wavelength in the transmission spectrum or the deviation in the spectrum can be adjusted after modulation in the refractive index is carried out. SOLUTION: An optical fiber 10 with addition of GeO2 in the core region 11a is produced. The resin coating 12 in a certain region along the longitudinal direction of the optical fiber 10 is removed, and this region of the fiber where the coating is removed is irradiated with UV rays through a phase grating to modulate the refractive index. Then the region with the modulated refractive index is covered again with a resin 13 of uneven thickness. Then the region with the modulated refractive index coated with the resin having uneven thickness is bent to obtain the optical fiber grating device 1.
